I lived in an apartment next to a Dance hall once. Apart from the inviting girls at my apartment entrance every Saturday night and the noise, it wasn't too bad with a couple of earplugs and a T-shirt over my eyes to block the disco lights.

In Utah I just called the cops on the upstairs neighbors for the noise ordinance. I never wanted to confront them and I didn't think I should have to. Common courtesy people.
