Oh, here's the real reason the PVR was overheating. I didn't take the little plastic condom off the heatsink before installing it. So the CPU wasn't actually sinking much heat--it was just shrink-wrapping the heatsink. I removed the plastic and there was some slight loss of thermal compound, but everything seems to be working fine now.

As you can tell, I don't put together a lot of computers these days.
